France, stated plainly. France's domestic B2B e-invoicing mandate requires that invoices transit registered PDPs (Plateformes de Dématérialisation Partenaires). billxml is operated by an Australian company and is not a registered PDP. We therefore cannot be the legal transmission channel for flows that must transit a PDP.

What we can do for French companies today:

  1. Factur-X generation and validation — so your invoices are format-correct and can be submitted through your own PDP or portal.
  2. Delivery resold through a partner who IS a PDP — in preparation; we will say so here the day it is live, not before.

Data handling. The web validator requires no login and stores nothing: your file is validated in memory and discarded. API calls are processed the same way; we keep only per-key usage counts (a number per day), never document contents. To measure service use, we count validation events using a daily rotating identifier. Raw IP addresses and raw browser identifiers are not written to the usage-measurement system, and the identifier cannot be linked across days.

Hosting. EU data residency is planned on German infrastructure. Until that move is complete, validation is CPU-only work with no persistence: there is no invoice data to relocate.

Rulesets. We run the official public rulesets: EN 16931 v1.3.16, Peppol BIS 3.0, XRechnung 3.0.2 (KoSIT), and Factur-X via Mustangproject. When a ruleset updates, our validation output changes accordingly. We do not modify rules.
